LINC – Language Instruction for Newcomers to Canada – is a settlement program, funded by Citizenship and Immigration Canada. This ESL program provides basic English language instruction to eligible adult newcomers – immigrants and those to whom Canada intends to grant permanent resident status – to facilitate their social, cultural and economic integration into society. Language classes are also available in French.

The Government of Canada, in cooperation with the Ottawa-Carleton Catholic School Board (OCCSB) offers free language training across Ottawa for adult permanent residents and other eligible Canadian residents. See below for eligibility criteria. We can assess your language training needs and refer you to the right classes for you.
We offer full-time and part-time classes to suit your needs and free child care while you attend classes.

Remember, language classes are available for every adult in your family, not just the person who may be looking for work.

Who is eligible for LINC classes?

Newcomers to Canada who meet the following criteria can apply for language training under the LINC program.

Adult newcomer, older than 18 years of age
Permananent Resident of Canada (Landed Immigrant) or Convention Refugee
Able to provide proof of status in Canada with an original of one of the following documents
- Record of Landing (Landed Immigrant – IMM 1000)
- Notice of Decision Letter (Convention Refugee)
- Minister’s Permit (Case type 86, 87, 88 or 89 only)
- Approval in Principle Letter
- Employment authorization (Case type 27)
- Student authorization (Case type 37)
- Visitor’s Record (Case type 17)
